Citizen Relations adds three

Citizen Relations of Toronto has appointed François Vaqué to the position of vice-president of corporate and public affairs in its Montreal office. He was previously a senior vice-president and partner at Wagram and a partner at Centaurus. He has also worked at Cohn & Wolfe, Davies Ward Phillips & Vineberg and KPMG.
Stephen Smart has joined the agency as a vice-president in Vancouver. He was previously executive director of communications and issues management for the opposition caucus of the Government of British Columbia. Prior to that, he was press secretary for the Office of the Premier of BC and a senior account director at Citizen Relations.
Michael MacMillan has been hired as a vice-president in Toronto. He was previously executive vice-president of Provident Communications. Prior to that, he was a senior vice-president and partner at High Road as well as a vice-president and group manager at Veritas Communications.
