Palmer Jarvis DDB's Toronto office has put Neil McOstrich in the role of vice president and creative director. McOstrich will take his new post in mid-April. Previously McOstrich was vice president and associate creative director at Ammirati Puris Lintas. He replaces Marc Stoiber, who left PJ DDB in February to join Grey Canada. McOstrich's appointment reunites him with Trevor McConnell, who was appointed vice president and creative director for PJ DDB's Vancouver office last fall. McOstrich and McConnell previously worked together at Hayhurst Communications in Calgary.

ETC Communications Inc. has appointed a new account executive, Stephanie Bernais. Bernais comes to ETC from Columbia Communications Group in Ottawa where she worked as a consultant. At ETC Bernais will be working on the development of creative and effective communication programs for the agency's clients.

TBWA Chiat/Day has added several new staff members. Andrew Lawson joins the agency as the new print production manager. He arrives from Four L Graphics where he worked as a customer service representative. Karl Flanders has been appointed media group head responsible for the Nissan and Infiniti brands and dealer media planning. Most recently he was manager of media planning at Optimedia. Debra Lewis joins the agency as account director. She previously held the same title at Young & Rubicam. Andrew Pugsley has been named associate creative director managing clients Petro Canada, Nissan, Infiniti and Toronto Dominion Bank. Pugsley was previously a senior art director at OgilvyOne Worldwide. Helene Scime has been appointed art director, having formerly held the same title at Lowe RMP Direct. John Roumelis has been named account director on the Nissan Canada and Infiniti Canada accounts. Roumelis comes from Ambrose Carr Linton Carroll where he was an account supervisor.
