Kathy Corcoran has been appointed program research director at Western Broadcast Sales of Toronto. Most recently she was Ontario marketing resources manager. Louis Tanguay has moved into the position of president and chief operating officer at Bell Canada International. Previously he was president of Bell Canada's Quebec region, as well as president of the company's Innovation Centre. David Outhwaite has joined Archer Enterprise systems as chief executive office. Formerly he was president of Informix Software Canada. Dennis Bennie is now chairman of Archer. Most recently he was co-founder of Delrina Corp.
Toronto-based Ranscombe & Co. has made some changes around the office. Glenn Stanley-Paul is at the agency as vice-president and managing director. Previously he was a partner at Swamp Graphics. Stanley-Paul has also worked at Cossette Communication-Marketing of Toronto. Tony Miller moves up at the agency to the position of associate creative director. He has been at Ranscombe for four years, holding media buyer and account executive positions. Greg Cromwell has been promoted from account director to client services director and vice-president at the agency. Tracey Rossignol has joined Rancombe as account director. Formerly she was marketing services manager at Wendy's Restaurants of Canada. Peter Shier has moved over to Russell Inc. of Toronto as marketing and growth vice-president. Most recently he was client service director and vice-president at J. Walter Thompson of Toronto.
