Leo Duguay has joined the Ottawa offices of Hill and Knowlton Canada as senior vice president. Duguay will be offering government relations to H&K's clients in a variety of industries. Most recently he was founder of and principal consultant with Duralex Management Inc. In additional H&K announcements, Ed Arundell has been promoted from senior vice president of corporate affairs to executive vice president and general manager (Toronto), while Carol Kerbel leaves the position of general manager to take on the newly created role of chairman of public relations.

Palmer Jarvis DDB has announced the promotion of Anne Myers from media director to vice president, media director of the Toronto office. Myers first joined PJ DDB in September 1998. Her promotion is effective immediately.

MaxxMedia has made a few changes to its team with some recent appointments and promotions. Scott Stewart has been hired as media co-ordinator working on the Canadian Tourism Commission, Lennox and Bank of Montreal accounts. Stewart joins the agency after graduating from the University of Toronto and Sheridan College and completing an internship at Echo Advertising. Blair Agnew joins the agency as a media planner/buyer working on the dmg world media and Re/Max accounts. Blair comes from HYP&N where he was a junior buyer. Michael Bispo, Karen Broad and Catherine Ryan have all been promoted from media planner/buyers to media supervisors. Bispo will continue working on the Bank of Montreal, Cineplex Odeon and InterCasino.com accounts. Broad will now work on the dmg world media and Re/Max accounts and Ryan will continue her responsibilities on the M&M Meat Shops and Canada Investment & Savings accounts.
