CANADA POST CHANGES PUBLICATIONS MAIL RULES

Canada Post will change its Publications Mail service effective Oct. 30 to keep in line with the World Trade Organization ruling on Canadian publications. Under the new rules, all foreign Publications Mail customers will pay the same postal prices as comparable Canadian publications. All customers will be charged the full cost of each mailing through their deposit account at Canada Post. Subsidy payments for eligible publications will be made by the Department of Canadian Heritage directly to the customer's deposit account. All mailings of more than 10,000 pieces prepared by the Letter Carrier Presort method will be subject to address accuracy requirements. To simplify services, Canada Post will begin sending out simpler Publications Mail Statement of Mailing statements. There will be a single price for bundles of unaddressed copies and customers who mail International Outbound publications will prepare and submit a separate generic Statement of Mailing when depositing international outbound publication mailings. The WTO recently ruled in favor of a U.S. complaint that Canada wasn't following the rules under the General Agreement on Tariffs and Trade.
