ESTONIA SAYS NO TO TOBACCO ADS, FOR NOW

Estonia will ban all tobacco advertising for three years on commercial radio and TV stations as of Jan. 1, 1998. The move is being made because the government believes it will be faced with huge health bills in 15 to 20 years as a result of smoking. However, the government has also acknowledged that there is no scientific proof that a ban on advertising will decrease the number of smokers. The ban will be reassessed at the end of three years. If there is no significant change in the number of smokers, the government may reconsider whether or not to maintain the ban on tobacco advertising or examine other ways of dealing with the problem.
