CANADA TO APPEAL SPLIT-RUN DECISION

The federal government has confirmed it will appeal the World Trade Organization's ruling calling for Canada to end its prohibition on split-run magazines. Canadian publishers are opposed to split-runs, because they recycle editorial content developed for other markets, but go after Canadian advertising dollars. Since the editorial content has already been paid for, the split-run magazines can offer advertisers cheaper rates than Canadian publications that have to cover their editorial costs. The deadline for Canada's appeal is May 9.
