Believeco adds two

Believeco Partners, a Toronto-based marketing and communications firm, has appointed Mark Carpenter to the position of president of delivery. Carpenter was previously president of No Fixed Address. He has also worked at Citizen Relations, BBDO, Syncapse and Publicis Modem. Darren Keats has joined the agency as executive vice-president of finance. He was previously at KPMG and Ernst & Young.
