Optimum Public Relations has promoted Loring Phinney to the newly created position of senior vice-president. Phinney assumes responsibility for the agency's offices in English Canada. He was previously vice-president and general manager of Optimum Public Relations - West. Sean Magee has taken over that position. He was previously vice-president.
