Jeff Polowin has been promoted from senior consultant to municipal affairs vice-president at Hill and Knowlton's Ottawa office. Before joining H&K in 1991, Polowin was communications director for the Mayor of Ottawa. Cathy Browne has been promoted from consultant to senior consultant. She has also worked at Toronto-based Marshall Fenn Limited.
