SCARBOROUGH SET FOR SHELTER ADVERTISING

The city of Scarborough, Ont. is considering offers from four Toronto outdoor agencies bidding for the city's transit shelter advertising. Gould Outdoor Advertising, International Media Advertising Inc./More O'Ferrall PLC (IMA), Mediacom and 3M Advertising Services have submitted proposals to council. Transit shelter advertising is currently prohibited in the Toronto suburb, but in June, Scarborough council directed staff to request proposals from transit shelter contractors. The four bids vary considerably. Gould is proposing to install 380 new shelters with advertising and relocate 380 existing shelters. International Media would replace or retrofit approximately 1,000 shelters with about 50% to have advertising. They would also provide the city with 50% of the advertising revenues. Mediacom is proposing to install or retrofit 250 shelters with advertising. They will also replace 600 of the city's old shelters and reserve the right to negotiate with the city about advertising for the replaced shelters. 3M is proposing to retrofit 250 shelters with advertising. All of the proposals include varying degrees of cleaning and maintenance support for the shelters. The city estimates the value of the four proposals at $2.1 million over 10 years for Gould, $21 million over 10 years for International Media, $9 million over 10 years for Mediacom and $3 million over 10 years for 3M. Council was set to decide on whether to follow up the proposals last night.
