Outdoor Broadcast Network promotes one, hires one

Toronto-based out-of-home media company Outdoor Broadcast Network has promoted Judy Tapp to the position of vice-president of advertising sales. She joined the company in July 2005 as general sales manager. Also, the company has hired Rachel Tan as a national account manager. She was most recently a broadcast investment buyer at Starcom Worldwide.
