The Ottawa office of Hill & Knowlton Canada has appointed Wendy Cumming vice president of communications. Cumming joins the agency after most recently serving as executive vice president and general manager at Groupaction Gosselin in Ottawa.

Harrod & Mirlin/FCB has named R.P. Kumar its new management director, responsible for the agency's packaged goods business. Most recently he was director of client service at Lowe Lintas in Dubai, India. The agency has also hired Nicloas Austin as account director on the Schering Plough and Tetra Pak accounts. He most recently held the same position at Young & Rubicam. Mira Kassirer has joined the agency as account manager working on the Hoover account among others. Kassirer is a recent graduate of Seneca College's marketing management program.

CTV Programming Communications has appointed Karen Gruson director of specialty entertainment and special events. According to CTV, the role is a new position that is designed to maximize Gruson's experience in publicity, promotion and event production. Gruson will be working on a project basis to create publicity for programs and on-air talent of the CTV network as well as its family of specialty channels. Previously Gruson served as manager of communications for The Comedy Network, responsible for its launch in 1997.
