Promotions at Sun Media Corp.: Paul Brennan has been named general manager of The Ottawa Sun. Prior to this promotion he was controller at the paper. John Rowsome is now director of strategic development at The Financial Post. He was previously general manager at The Ottawa Sun. Martine Lévy has been promoted to the new position of manager of broadcast public relations at Heather Reid and Associates of Toronto. She will head up the agency's new in-house broadcast public relations division. Prevously she was director of client services. Prior to that she ran her own agency in Toronto, Media Artists.

HR&A has also hired Lamia Charlebois as a senior associate and Quebec manager. This is another newly-created position, in which Charlebois will be responsible for all French-language PR campaigns in Quebec. Previously she was the on-air arts commentator for the CBC French Radio morning show CJBC Bonjour. She has also worked at Marshall Fenn, Via Rail, CP Rail and Scholastic Canada.

Toronto-based Wunderman Cato Johnson has promoted a pair of employees. Scott Armstrong has been bumped from senior account executive to account supervisor on the AT&T Long Distance account. Also, Ersilia D'Angelo has been moved up from media co-ordinator to associate media buyer.
