PERENNIAL SHUFFLES STAFF

Toronto-based Perennial has appointed Joanne Balles president, with responsibility for client services, research, strategic services and the firm's Montreal branch. Balles joined Perennial in 2000. She has worked on the Canada Post, Canadian Tire and Lawblaws accounts, among others. Jim King, a partner who joined the agency in 1994, has been appointed executive vice-president of store design. Gary Oakley, who arrived in 2002 as vice-president of creative, has been promoted to executive vice-president of creative. King and Oakley will be jointly responsible for creative services, technology and store design. Perennial has hired Peter Zissis as chief financial officer. He previously worked at investment firm Harrowston. The agency also has three new vice-presidents of client services: Rebecca Hamilton, Don Kerr and Tamara Smith.
